I fixed up a students bike when I ran a cycle hire place .It was a crappy old appollo with all the problems stated by the op. Cost to me about an hour no parts just a service the girly student thought it felt like new and her commute home was 5 minutes quicker (about 1 1/2 miles!)I charged her a cup of tea and a bit of cake as it was quiet at the time.
De-hydration can be a problem use an elecrolyte drink to replenish salts.Has this been a long term problem or is this a new bike where you are not sure of your seat position yet?
I to am a fan of 853 520 is I think Reynolds tubing made under license in the far east I think it is the same as cheapy 4130 standard stuff .I would go with 853 as the basic rule is buy the best frame you can as it's better to upgrade that than a cheap one
Well I have a used 7 speed mech on 9 speed as long as the mech will cover the width it should be ok.Anyway just noticed you want to use 10 on 9 so that shouldn't be a problem and if 10 speed jockey wheels were a bit thinner they would fit in a 9 speed chain as well

We ride as a small group and quite often we are on a 20 year old diamond back bodged single speed ,an Indi Fab single speed ,a cx bike and a full sus Rocky Mountain.So basically ride anything anywhere
how about those really sticky double sided pads you can get an ecu in my van was stuck to the bulkhead with one and it was a sod to get off when it needed changing

+1 for gentle heat over a long period my 10 year old has put his phone through the wash twice and we have had it in the oven on a very low heat to rescue it both times
