I fixed up a students bike when I ran a cycle hire place .It was a crappy old appollo with all the problems stated by the op. leave it as it is .I have bought old road frames from the 40s and prefer original paint you cant hide a knackered frame that way

I to am a fan of 853 520 is I think Reynolds tubing made under license in the far east I think it is the same as cheapy 4130 standard stuff .I would go with 853 as the basic rule is buy the best frame you can as it's better to upgrade that than a cheap one

Well I have a used 7 speed mech on 9 speed as long as the mech will cover the width it should be ok.Anyway just noticed you want to use 10 on 9 so that shouldn't be a problem and if 10 speed jockey wheels were a bit thinner they would fit in a 9 speed chain as well

Buy tri bars they save you loads of time and use a normal road bike as it's probably more suited to continued use
