What I would advise is , start your discussions with the dog owners in a friendly manner, if you go in  claiming their dog was out of control etc etc , it is likely to make them defensive and you are then in a situation where they dig in and refuse to co operate .

We have owned a 3.0 litre 2014 ducato on a swift kontiki, never got more than 25 m.p.g, travelled all over europe , great vehicle , radiators can go on them other than that had no problems

Now got a 166 hp boxer 2.0 , slightly smaller m/h , but not much getting 34 mpg, and it pulls just as good as the ducato, all the other stuff is the same , they have still not sorted the water leaking onto the engine from the scuttles properly, but easy sorted

You can camp for 10euros a night at most in France and Spain if you choose carefully, some people make a holiday of paying nothing and it can be done , but that’s not for me .
We quite comfortably camp for 10 euros a night most places in Europe, except italy !
Using municipal aires is the key, but a lot of these are basically glorified car parks, we usually camp on a few of those then have a few nice sites to even it out .The beauty of the municipal sites is that a lot of them are right in city centres and that was the main reason we used them not cost.
