I have a 18.5″ Virtual 17.5″ Actual Trek EX8 and my balls hit the down tube when standing over it. The next size down was the same. Don’t worry about it too much. Just make sure the reach and riding possition is comfortable.

I started off with baggies and now only ride in lycra. You get so much more comfort and speed on a ride when wearing it.
