You can use the middle ring as a stop-gap but a 'proper' ring will help stop the inevitable chain drop. Might still need the chain guide.

c) don't try and make a commuter bike for a short lady out of an Onza trials bike

Why not look for an older transporter in great nick? A late T4 that has been owned privately from new will cost less than 5.5K. Also look at Caravelles – basically a van, but with windows/carpets removable seats and all the toys.
