Are we allowed to collect wood from FC land (or public parks) if it has been blown down?
What about any other circumstances?

Nope it belongs to the land owner/agent so no touchy without permission.

You can get a firewood collecting permit from your local FC office. They will tell you which wood its for. It lasts about a month IIRC and you are not allowed to use a chainsaw. Cost about a tenner I think.
