Fear reigns supreme as the world fears rain supreme, but years pass without any signs of the disaster repeating.
Atmospheric scientists try for years to piece together what happened, but no explanation is forthcoming. Eventually, they give up, and the unexplained meteorological phenomenon is simply dubbed a “Skrillex Storm”—because, in the words of one researcher, “It had one hell of a drop.”

And the most interesting thing? The Earth's water supply remains constant. There is a finite amount, never changes (although it may change state), and we are very near the point at which the Earth's water supply will not be able to support it's population.
Couple that with natural and man-made cooling and dimming, and it's easy to see than humans time on earth as a species is coming to a close.

70% of surface area sounds a lot, but with a maximum depth of <7 miles on a 8000 mile diameter sphere, it's not all that much by volume.
