There's a lot of dance and not a lot of pop here chaps. To redress the balance, surely the best pop act of the 00's:

beautiful beautiful. I am leaning more towards edm than guitars so that's okay.
The 00s isn't so much important as the 'feel good' but if I didn't limit it somewhat I'd get suggestions from the entire music spectrum, so stretch it to 90s and teens if you like.
Thanks guys.

If there's a benchmark for Brilliant Pop Music, it's basically Eurovision, and, listening to it again after a very long time, that Holly Valance song could have won Eurovision every single year for the last twenty years. It really is good, innit.

It's top quality right to the very end 😛

Also there's
Gorillaz (loads but maybe 19-2000 for upliftiness)
Fischerspooner - Emerge
Goldfrapp - Black Cherry, Train, Strict Machine, lovely stuff

Call Me Maybe - Carly Rae Jepsen is a proper pop banger. 2012 though, so may not make it into your playlist!

If there’s a benchmark for Brilliant Pop Music, it’s basically Eurovision

If you've spent your life in a gay bar in Helsinki, then possibly. Otherwise.... 😉

Anyway, if you want upbeat perfect pop music.....

Savage Garden

- in particular the double 'affirmation' album that includes 1 studio CD and a Live CD of the same songs - pop rock at its best... for my sins I still play it quite frequently hahahah!

The OP specified pop music, a lot of suggestions so far have been dance/tekno house/pop.

Anyway, here'sanother one...

If nothing else, it demonstrates the versatility of the acoustic guitar.

There’s lots of pop I like from the 00’s and a lot of it was on Japanese side of things as for some unknown reason late 90s early 2Ks saw an explosion of far-east psych-pop it was ace.

Some Franglais to even things out a bit:
