is streaming content such as freecaster likely to be calcualted in an ISP download limit?

Yes, I would expect so. Data is being downloaded from a site to your computer, much the same as iPlayer.

Data is data is data, so yup. (Would be a fairly exploitable loophole if it were any other way).
