I think they're doing it the wrong way round.
They should issue a £175m 10yr bond to pay for new data infrastructure secured on a £1pm tax on high speed broadband subscriptions.
Not tax every who has a BT phone regardless of how they use it - i.e. old biddys only ever using their phone who will never use a high speed connection that their tax is paying for.

Maybe I'm being a daft spastic, but do we not already pay tax on broadband through VAT?
seems odd to not just charge the users for this.
I use broadband but have no phone for example.
Its money that'll get awarded to whoever can demonstrate they can provide next generation broadband at the lowest cost.
Not necessarily BT...
I think a tax on good manners, hard work and being a useful memeber of society is well over due, except we already have that don't we.
