Is this right? It's the drain from the boiler but it's leaking. Now I'm no plumber, but surely a connection which overlaps at the top is going to leak??

It isnt clear what is leaking from the pic.
It looks like the 20mm condensate drain from the boiler goes into the ruber bung, which fits into the 32mm push fit elbow, which then connects to a 32mm down pipe that goes outside?
It should seal as it is, if not, then either one of the O rings on the elbow has failed, or, a pipe is not fitted fully home.

The elbow is a push fit so should seal. Seals can be damaged easily enough to cause leaks to occur, maybe with poorly cut downpipe or no lubrication when fitting.
Another possibility is that the downpipe is solventweld 32mm which is smaller than pushfit 32mm. (by about 2mm). This would be fairly obvious though as the elbow would be loose on the downpipe and is more a diy error than a professional one.

I think I'd have to guess that the end of the pipe hasn't been de-burred / lubed and its displaced the 'o' ring
