Bought an item from a private seller. Seller said send as gift or add 4% so added 4%.
My paypal says:
•Payments sent: The recipient received your payment.
Seller says:
paypal say payment under review.
Am I about to get ripped off or is this normal for Paypal.

You've already been ripped off. 4% for not sending as "gift" - paypal only charges 3.4%; and to be quite honest its a bit cheeky for anyone to expect you to pay that when accepting paypal makes life easy for the vendor and massively expands his available market (and therefore possible price) for his second hand goods.Am I about to get ripped off or is this normal for Paypal.
