Any idea why. Is this where the movement is pushing the screw head under plaster skim through the skim? Guess I need to sand them down and repaint.

Common problem and can be caused by timbers moving/ shrinking and screw not fixed properly

Annoying isn't it! As you say, it's where the screw heads have pushed the skim off when somebody has pressed on the board. It's much worse if you've dry-lined and used polystyrene-backed plasterboard.
Pick out the loose plaster and go round with Polyfilla and a nice broad spatula then repaint. It might help to tighten the screws if they aren't clogged with plaster.

It's the loft extension - so it must heat expand/shrinkage. I will pickout, tighten up screw, and fill with polyfiller. Thanks.
