I don't think Neil Young owns the licensing rights to his music. Which is why he can request his stuff be removed from Spotify but it's not up to him whether it happens or not. I don't know about CS&N.

Spotify are complete scum, they refuse to pay more than 0.003p/stream, and that’s after only 30 seconds of a stream being played, yet they can pay that asswipe Rogan, or whatever his name is $100 million. 🤬

Sorry to spoil the fun but it appears that some people aren't aware that one of Neil Young's (a member, according to the late Terry Wogan (with a phrase it might be wrong to utter now) of the band Crosby, Stills, Nash & Young Gifted and Black) best songs is "Cinnamon Girl".
Which I've always assumed our lovely eponymous forumite was particularly fond of, and is connected to it in some way.

There's a potential discussion about spotify as a media company, it's paltry payments and failure to be accountable for antivax nonsense that it's put out, and not from any particular high ground on my part.
