Genuine question would a mirror like glass paint would reflect (most of the energy of) a laser away? I would have thought long enough to avoid a 'bolt', not a focussed, long time beam...?

I believe the amount of energy in the beam is enough to break down molecular bonds in the water vapour, and just cause a sort of halo along the beam, a bit like what happens with a lightning strike.

The CCWC (Convention on Certain Conventional Weapons, I know...what can you do..?) is a UN treaty. It was signed in Geneva but isn't a part of the actual Geneva Conventions. The Geneva Conventions are mostly to do with the treatment of people in wars. (How to treat civilians, prisoners and wounded and so on) Protocol 4 of the CCWC is about causing blindness with lasers though...
Another fun fact is that the UK hasn't ratified part 5 of the treaty about explosive fragments left after wars. Because you know...Weapons sales...

Absorption of light and distortion of the beam path is one of the big challenges when implementing lasers for military purposes.
At high enough energy densities you get "self-focusing"- I recall this being a problem they had years ago when creating star wars type weapons:
