It's strange they're putting the health of prisoners, some of them rapists and murderers, before the health of families with children, who like to eat in pub beer gardens.
David are you trolling or really unable to see the difference between protecting prison officers and other inmates who are inevitably subject to some second hand smoke with no realistic choice to avoid it, from families who choose to use a particular venue?

There is no health risk from sitting in a pub garden when other people smoke.
If the tiny quantities of smoke that MIGHT be inhaled by passive smokers in a beer garden, could damage your health, then a smoker on 20 a day would be dead within weeks.
You are probably more at risk from the car exhaust fumes from the pub car park.
e-cigarettes have been made available in all prison shops - despite there being no official policy from the NHS on them.
Personally I see this^ as setting themselves up for a fall (being sued down the line), as the long term effects of using e-cigarettes have yet to be discovered/confirmed.

Now that the prison authorities have totally eradicated drug use in prisons, contained violence and is doing so well at rehabitating inmates, it seems only logical to move on to Benson and Hedges.
I foresee no problems whatsoever enforcing this
