The last time I looked (a few years ago) there was different duty rates for different types of goods (I think bike parts were something like 5% at the time).
Can't you get someone to send it to you as a "gift"?

The fees will also depend on who they choose to send the item, one time I was charged something like £20 duty but the carrier (I think it was FedEx) also charged me around £20 for the fact that they dealt with the duty.
