As an adjunct to this, no citizenship without tax paying. Immigration can be relaxed a bit too but, if you cheat your taxes within 10 years of getting the shiny blue passport you get to leave with what you brought adjusted for inflation. Society gets the rest. If you haven't increased your wealth you get £1000, society keeps everything else.

Paying tax does not make you a citizen, hopefully helping the poorest to not pay any should help be a citizen, working is contributing to tax is still contributing. When we can get beyond who pays, who gets helped and what it makes you we will be better.
See point above, we need to work out how we move along as a society when manual labour is replaced by more automation.
Legislate that all new houses have solar panels/ geothermal heating. That all new housing estates have to have x amount of parks/ outdoor spaces.

Gradual population reduction by reducing the birth rate. Ideally proving that both parents have both the mental and financial capacity to raise their child before being allowed to have one; but that does get a bit Orwellian.
Voters must be able to briefly explain one policy of their chosen candidate/party that they agree with; and more importantly one they disagree with (nobody should ever fully agree with a manifesto).
