Agreed that seems lenient, especially given the fact that the rider is old enough to know better.

The fact that hardly anyone has this insurance suggests that it isn't really that high a risk.
No, it's the fact that most people do have insurance whilst riding a bike, but aren't aware of the fact which proves how low the risk is.
In answer to comments about cyclists doing damage to cars - they do a lot, lot less damage than other cars do, not to mention that they kill far less people.
