I think that it is great that Evans open at 8 am to help commuters with their cycling issues. The Brompton does look more fiddly than a normal bike so it seems reasonable to charge a bit more for working on them.
£25 does seem highish but not enough to qualify as an "outrage".
Maybe a weekly inspection of the bike by the OP would have identified the failing tyre and prevented the problem? - I used to do this when I commuted from Reading to Basingstoke.
