A homebuyers report (level 2)is basically the lowest level report?
No it isn't.
Any lower level and it will just be “yes we checked it out on google street view and it looks OK”
Yep, that's the 'valuation survey' you're talking about there, one lower than a Homebuyer's Report. It's what we had on a 200year old, stone-built, stone-roofed, property. Anything else was just going to tell us something like "it's old, the roof may need looking at at some point", which was hardly news to us and, in the market we were buying in, would have had no impact on the selling price.

I was offered 3 different surveys, a freebie one which sounded like a scan of the external only, the home buyers which would be good looking over whole property but no touching and then one which was offered at I think double the cost of the homebuyers where they'd look at some things, touch somethings and also maybe do a pressure test to check something maybe heat retention or something.
The home buyers report was incredibly vague and butt covering, x is old, may or may not be asbestos, get someone to check it, garage is old, due to age possible degradation in mortar, get someone in to check. I remember they red lighted the elec's and heating as paperwork wasnt left out to be viewed, looking at the consumer unit would have showed it was new!
