A big plot next to ours has been brought by a developer. He took the opportunity of bonfire night to do some clearing of the site and set alight a big bonfire. Thing's still burning now with all sorts of rubbish on it including big sheets of plastics making a lot of acrid smoke. We've spoken to the developer who couldn't care less. Tried the environment agency but they say council. Tried the council but no one in to investigate. Any other agencies I could try?
Fire service. If it's a concern with regards to toxic fumes I wouldn't hesitate.

Burning of trade waste is an offence investigated by Environment Agency-don't let them fob you off!

if its uncontrolled burning no staff on site, then its not controlled phone fire brigade, they may be busy tonight, but will send someone out to check.

I can vouch from experience it's local council that enforces it. Well that's who came down to tell me no more fires or its fine time ๐ณ
Good luck. North Dorset Env Dept will request you fill in a diary for 30 days and then do diddly squat once you have submitted it. This lot across from me have been burning commercial waste since last year, I've made seventeen complaints to the EA so far and they're still burning so good luck in reporting a one-off.
Is the developer registered with the Considerate Constructors Scheme? You can complain to them and they will attempt to sort it out on your behalf.

A developer could be a bloke not a bluechip or company. Plenty of those in the north west.

He's actually a local business owner who happens to buy and develop land.

Chuck it at the local paper; if the bloke is regularly doing developments and is an anti-social knob they may think there's a story in it. The examiner here in hudds loves to have a pop at people like that
Use the report incident to the environmental agency link I posted above. Burning plastics will get him in big trouble. If its still burning I would also contact the fire brigade
EA should be keen, they've been pushing waste crime recently. Call their hotline 0800807060 or call crimestoppers is their recommendation. The difficulty with on site burning is that they need evidence so photos if you can.
Stuff like this is increasingly common. Cuts have reduced council services to the bone, so they have very few officers ho can deal with such things, and the developers know this. So quite a few of them take the piss. We've managed to get a bloke who's developing a big place a few doors up, to get things under control and out of our sight (he had makeshift barriers blocking parking spaces, mud all over the road and pavement, pavement blocked on several occasions etc). He once had a fire going, burning all sorts of nasty stuff, one day in the summer. I just went round and told him to put it out, or suffer being reported. And had a bit of a word generally about his piss taking, and how it was out of order. Fortunately, he conceded that it was unreasonable, and his activities have been much better. Building is a difficult job, and there will always be a bit of disruption for neighbours, but burning all sorts of rubbish is illegal and plain selfish.

I am seriously considering this! He owns a large local business and I'm sure he'd not appreciate the bad press.
Maybe worth checking out the planning conditions of the site. Often they have conditions relating to hours of work and disposal of waste.
