Say you had a floor plan and wanted the ability for someone with a tablet to indicate what was stored on it by being able to make notes over the top of the picture (either typed or handwritten with a stylus or both). So someone could 'hash out' a section of the floor and indicate what was on there.
Are there any apps or plug-ins that allow that? Would be running on Windows tablet, Windows .Net app delivering web pages but could link to an 'on tablet' app for this.
Ideally multi-user so two or more users can update at the same time and see others updates in realtime.
Is there not a markup option on the default photos app?
One note? Think it's free with MS Office
Apple products should have a markup feature allowing you to do that to an image. I'm sure Andriod will have a similar feature.
WhatsApp allows you to annotate images too, although not sure how accurate it is and if you can draw straight lines and shapes or if its just freehand annotation.
