which torque wrench for carbon bars, stem, brakes etc etc (not heavy duty)

dont want to spend the earth

All the cheaper ones don't really go low enough to torque up bicycle parts.

Norbar SL0 is good but not cheap £70/80ish.

Had this one for a year or so now and I can't fault it...... at only £36 you can't really fault the price either.

Ive got the Giant one above and its absolutely spot on for the job. Best money I spent on a bike tool to be honest.
