fits all standards...

I thought it was being discussed the other day but I can't find it. I'm sure there was a frame that accepted...

650b+, 29" and 26" Full fat

Or did I imagine it?

Quite a few will do that. Mukluk, Beargrease, later 9ZERO7s, On One Fatty I guess. Most likely all the others too

Was it that it had adjustable chainstay length to maximise potential for each type?

Mukluk does that too. Might be worth trying to work out just how much you each wheel type varies the overall wheelbase. I doubt it's much.
