what size clamp for a 31.6 diameter seat post?quick release if it matters?

depends on the thickness of the frame tubes. could be anything. You need to measure it. Steel frame will be smaller than an alloy frame

both mine use that size and it is standard thickness I assume or no thinner than any other frame I have owned.
Agree it does not look like that amount of metal adds that to the clamp size.
Measure it as TJ says then..you will need proper calipers thoug to be accurate enough
