She has been riding with raceface shin/knee but now would like a soft knee pad.

any recommendations?

You could try the 661 KS's in the youth size.
I'm 5'2" and did this and found they fitted perfectly.

my girlfriend has youth's 661 riot pads and they fit her spot on. all the others were huge and bulky for what she needs
