I currently have the Thule Rideon 9502:

2 Bike Option

Total load capacity is 30KG
Would a single E Bike weighing 23 KG be Okay as it is still below the total load capacity?
It states 15KG Max per bike but if there is only one bike on the rack instead of two then does the 15KG Max still matter?

It will be OK, but you should check if it will cope with the wheelbase.

The wheelbase is only 6cm longer than my Stumpjumper and should be Okay I think

Put it in the rack closest to the rear of the car and it will be fine.ย  If I wasn't feeling lazy I'd check if it was alright in the outer position but I'm having a day off and not doing any sums today as I'm building a gap jump ๐Ÿ™‚

My caution would be Ebike + towbar rack + salted road = expensive world of pain. Definitely a winter no-no.
