I have a rear wheel rim that has been badly scuffed, due to riding on a flat tyre. Any tips for restoring it?

Is it causing any problems?
Methods for smoothing aluminium - wire wool, sandpaper.
Touch up paint may help.

Gonna sell the bike so just need to smarten it up.
What sort of touch up paint?
