It is my hybrid commuter, a nice one, brought over from the States in 1994, ridden daily and fettled for at least 12 years. Then nicked.
I saw it today, locked up in a place that looks like it lives there, so I could doubtless get back there, e.g. with the police.
I have a perfectly good commuter now, but out of principle/sentiment, I think I should reclaim it. What's the procedure, anyone?

Well the current owner almost certainly isn't the person who stole it. Proving it is your bike will probably be very difficult. Will the Police really be interested ?
Did you get an insurance payout? if not just reclaim it
Just cut the lock off and take whats yours. make sure you can prove it is yours if someone tries to stop you though.
