Is it nail varnish or some sort of two-pack acrylic that people use to repair damaged forks? Is it better to scrape all rust off first, or just patch over it to avoid making things worse?

Well the damage is mostly cosmetic, so I figured nail varnish was probably the way to go.

Thing is, the hub bearings are bit knackered and the forks have to flex to take up the slack, so I don't want to increase the stiffness or it might cause problems.
Also, they are some sort of Suntour fork. Most forks I disassemble have some sort of rusty liquid with lumps of mayonnaise floating on top, but these had a watery black substance that seems to be really good as a floor stain. Problem is, there was only a bit there, not even enough to just do the toilet floor. I was hoping to stain the living room and hallway. Any idea where I can get a couple of gallons of that fluid?
