I know this is the 3 position damping system, but does it mean it's definately the Charger damping system?
No, it depends on what fork you are looking at.
Ok, ta. Perusing 2018 Pikes & Revs and was wondering. The Charger appears to be most excellent and MoCo pretty good too. However, if Charger is so good, why do people upgrade with Luftkappe etc?

charger is the damper and the luftkappe is a air spring mod. totally different things. I found for my riding and weight the charger damper over damped. When I put the coil shock on the bike the front and rear where unbalanced. Fitting the luftkappe sorted the way the fork worked and evened up the front/rear suspension. I personally don't think the charger damper is amazing, it is very limited in adjustment and over damped for the airspring the original pike came with. I haven't tried the newer one however.
