My sister bought me a rapha winter cap for christmas. I've been impressed by how much the peak keeps water out of my eyes. I've never bothered with cycling caps before but think it might be worthwhile having one for wet rides and races. However, they are all made of cotton, not a fabric I want to wear on my head in a 3 hour wet road race.
Can anyone recommend a decent but not stupidly expensive synthetic cap or places that se them. Walz caps look ok but I can't find their synthetic stuff in this country. I don't really want to spend >£15 as I'll probably lose it before I wear it out.
I have a couple of giro peloton caps, not within your budget but work brilliantly, cotton isn't as bad as you might think for under the helmet, but man made fibres are better.
Pearl Izumi do the Transfer cap, and a Barrier version with a windproof section up front.

The Giro one looks quite nice. I may stretch my budget if I don't find anything else. Wanted a "summer" cap so I think windproof and waterproof is a bit much. The only really bad race last year was in April, it was ~10C and rained for 3 hours, but we were still flying and doing about 25mph as it was a 2/3/4, getting cold wasn't a problem.
Pactimo do a light weight synthetic cap that's ok. £14 or their outlet currently has a version for £7.

I've ordered a few things from them and it's always arrived promptly.
Mate cotton caps have been used by pros in races in the pouring rain for years, they're not as bad as you might think. I wouldn't wear anything else.
despite cotton being a terrible performance fabric cotton caps do seem to just somehow work.
Also, its worth checking the labels of what is meant by 'cotton'. Ive got santini and cinelli caps with only 30% cotton in anyway so depsite the name they are pretty much acrylic.

But pro's have totally different threshold level of comfort! 8)
I agree with Rogan and Eddie - the cotton caps do the job fine, most of the rain bounces off the helmet anyway
you could try spraying the peak with scotchguard if you wanted more rain drip proofing but the absorbency helps reduce the dribbling
