[Closed] Lights runtime in cold weather?

The current temperatures seem to be knocking hell out of my Exposure Joystick runtimes. I know cold weather reduces runtimes, but I am seeing what I estimate to be a 30% reduction. Is this within the norm as experienced by others?

Li-ion batteries really don't like the cold.

Insulated cases, running them in a back pack or inside a jacket will help but you don't have that option with lights with internal batteries like the Joystick.

Gloworm are making a light system for Ed Oxley to use at the Rovaniemi 150 race in the Arctic Circle. The impact of cold on run-times is a concern as temperatures can drop to -30C.
As a result, Gloworm are making a special battery pack using the new Panasonic 3400mah cells (more than double the price) to give an extra 17% capacity vs. the usual Panasonic 2900mah cells.
