My frame is looking pretty well loved as pictured below. Any suggestions for cleaning it up other than a full strip and repaint? I've tried wire wool on it and it's had minimal effect.

It looks like that is areas of lacquered and unlacquered metal. Not much will clean it up as it is the interface between the two areas that you can see.
You could try a polish of some sort? Specialist car stuff or just household spray.

Filiform corrosion. Keep the bike in a drier atmosphere if poss, watch for it worsening
