It's a Hope one, seen a fair bit of use.
I have a creaking noise, have whipped the cranks off but the bearings feel okay if I turn them with my fingers (obviously not under load). However the crank spins a bit tightly (if you see what I mean) - is this an indication of knackered bearings?

Hopefully it's just that your crank bolt is too tight and putting pressure on the bearings. Make sure not to tighten it right down (assuming Shimano here) as the pinch bolts keep it on. You can prematurely wear the BB out by having too much squeeze.
Also try spinning the crank without the chain on, too many variables when it's on to diagnose easily.
could just as easily be one of your pedals creaking (try swapping for some others), it's usually fairly obvious when a bb has had it. and as HS says^
Normal culprit I find is saddle / , seatpost but have eliminated that
Will check pedals but they are pretty new
Crank is tight even with chain off.

What crank? Race face ones often come with white spavers on the axle of the crank to take up any slack in the axle, if you have too many on they wiil preload the bearings making them feel tight.
Do you have the correct spacers on the bearing cups to space out the centre tube properly? this pressing ont he bearings from the inside will also cause them to feel tight.
So should the bearing preload cap, on HT2, just be done up finger tight?
On Shimano cranks yup finger tight. On RF cranks you need to yard on the bolt and the only preload is done by the washers on the axle.
