Its not spinning but its no exactly tight either.
Some googling sugests a cokecan shim. Do they mean wedging some a strip of can can between the crown race and the fork steer? Could Loctite work instead?

I doubt Loctite would work if it's not tight. By "coke can shim" they do indeed mean a strip of can between the two. It's quite common for seatposts but might be a bit thick for a crown race/steerer.
I'd be more concerned about why it's loose. I've certainly never encountered one that was anything other than really tight when fitted properly. Are you sure you've pushed it down as far as you can onto the tapered collar above the crown?
Loctite 641 "bearing fit" will do the job

GF - I hot watered the crownrace and droped it on. It dropped stright down to the crown - absolute bottom. When cold, am able to spin it with some finger force. Both cr and fork are old/second hand and I dont have the equip to test which one is 'out'.
Dropoff - Apply between steer and crown race only or between the crown and crown race as well?
Dropoff's right. Loctite stud and bearing fix is the stuff for gaps as you describe. Between steerer and crown race then leave to set over night before installing the fork.
