Top bearing from my headset has disintegrated upon removal leaving the outer casing stuck in side, most likely due to rust or other nasties. Any suggestions on how to get the bugger out?

Semi integrated on a 2009 Giant Reign. Might need a new top cap?
So how do you remove a frame top cap? Not the top bolt jobby.
