i want to put an old set of drops on my road bike, the are smaller diameter than normal , ie 2 sizes down from oversize. i cant change the stem on the bike, i need to pad out the bar but whats the best way?

obviously it needs to be shimmed. You might find a seatpost shim with the right wall thickness that can be cut down or use beer cans or any bit of sheet alloy of the right thickness

Whats the reason for not being able to swap stems?
Stems can be bought pretty cheap.
