I'm trying to fit the stock headset that came with my 2017 CdF frame, I've pressed the cups but can't figure out how the rest of the headset assembles

So the 2 bearings sit in either end cup, the silver split ring sits atop the top bearing the ring on the left sits on top of that and seals things. Then the bottom is the crown race, problem is the crown race doesn't seem to sit flush with the bearing/bottom cup theres a gap of a few millimeters which just doesnt seem right!
So STW what am I doing wrong, am I being stupid?
Are both bearings the same?

I'm all out of ideas then. Got a pic of it assembled?
Crown race looks used ? Maybe it’s not the correct one ?
Went to take some pics and realised I've got the cups the wrong way round (an unexpected downside to no name headsets!) I'd thought they were the same but I think I've got it sussed!
