Just had mech and new cables put on a new frame. Now I have to press the shifter two gears to get it to change once. How do I put it right?

Or are they just comically inept?

Is that the first change? Sounds like the cable is too slack to me, or the high stop is set wrong.

Of course mikewsmith is correct - you paid for some work it was not completed correctly. Return the item and get them to fix it.
However if you don't want to do that then
means you need to use the cable adjuster on the mech' to adjust out the slack in the cable.the cable is too slack
