Is there a way of bringing the shine back to my dull powdercoated frame?

Use a cutting compound like you would on a car. That's what we do at work on powder coated aluminium.

Was told I could polish out minor scratches on my powder coated frame with t-cut, so imagine that it would also brighten it up all round.

1200 grade wet & dry, & t-cut. Lots of t-cut.

use p1500/p2000 wet/dry and then Farecla g3/g6 compound. A small machine polisher would make it quicker/easier !
