decent number of frame mounts
routing for front mech

seem to be coming up short with a few things so any suggestions?

Can you get a custom one built? Marino at one end of the budget and Curtis, etc at the other end.

Bomtrack Cale gets fairly close to your wanted geometry and has mounts:

Possibly more slack but fewer mounts are Sour Bikes Big Fun or Crumble.

Front mech routing you'll probably just need to use clamp on mech. Clamp on cable stops can be got from SJS cycles, I think problem solvers make some.

the solaris looks nice but no rack mounts.
marino custom crmo build would be £376 posted so definitely in the mix.
Bombtrack has too short a travel plus i don't like it when there's no price on the product.

It's a fair way off the Head angle requirement too.

There really aren't many new MTB frames about that will take a front mech, even fewer with less than 68° head angle.
