Do I actually need either - only I seem to remember previous threads that ceramic bearings are very intolerant of duff preloading or cracked plastic spacers.

The spacers are so you can fit the same bb to either 68 or 73mm bb shell.
Three spacer for 68 and 1 fror 73.

I am not short of spacers, but have read posts that Hope now send out metal spacers due to problems people were having with plastic ones.
