Anyone know of a reasonably priced torque wrench just for carbon bars/stem/seatpost clamp etc

Define reasonable price.

I have [url= http://www.amazon.co.uk/dp/B00J9B3C74 ]this one [/url]from Norbar, it's a bloody lovely bit of kit and given what I spend on my bikes, £70 seems a good price to pay.

I been using the PRO Torque wrench by Shimano. Great quality and very pleased with it.

I have one of these.
Not sure if they're still around but it's an awesome bit of kit. And it's anodised purple which increases its awesomeness by at least a billion awesomes,

Got a couple of Norbars. They're very good and made in Banbury.
