You can but the cheaper cutters may struggle a bit & leave it flared - nothing that a file can't sort out though

My pipe cutter failed dismally on 853 forks! The cutting wheels are replaceable though so it's back cutting copper pipes again!

i have a specialist bike tool, think it's made by park tools. Designed to clamp the fork steerer and then the tool gets clamped into the vice. Gives a good clean cut with a hacksaw.

Yup, i shaved off a few mm's perfectly on my steerer tube coz my LBS idiot used a hack saw and it was a real cowboy job. He will be getting a visit off me in the next few days where im going to throw the cut piece back at him.
£8 well spent
