I ordered a clearance frame from ribble (sportive bianco carbon) that said it had a small paint chip on the downtube, it just arrived and im unable to find the paint chip but what appears to be a dent about an inch long on the downtube, I thought carbon couldnt dent?

Are you sure it's not a feature of the frame to allow a front mech to be fitted
Looks like it's for mounting the front mech to me.
edit: google image search shows it on other frames too.

Also - isn't that the seat tube..? I thought the down tube was the one from bottom of head to the bottom bracket.. (the chip could be very small / hard to see on the other tube).

Thats the seat tube not the down tube so you might have been looking in the wrong place.
You should stop eating all that ready cooked chicken and just do your own.
