can i use a carbon bar with a alloy stem.

There are very few carbon stems that amount to much, and nearly all of them are heavier than alloy.
The most important thing is to find one that has a 'kind to carbon' clamp design.

tighten stem bolts with torque wrench if possible?

Any stem will do. Makes sense to ensure there are no burrs on the clamping face though.

Yeah but you can only use a carbon stem on a carbon steerer. Which needs a carbon frame. Which needs...you get the picture?
