is exactly what I need to experiment with apart from the fact that its for Cannondale only or so its says. Why? is it because the steerer is a different size ie not 1 1/8" . Guess thats so. What size might it be then?

Canondale steerers are wider then 1 1/8th.
iirc Salsa do a stem with a rise like that.

If you have headshock forks on your 'dale then they'll fit if not then they won't
