When I apply my rear brake there is a small amount of rotation available at the rear wheel.
The rotor is not moving within the caliper and there is no movement between the caliper and the frame or the rotor and the hub.
The mvmt seems to be coming from the cassette.

6 bolt connection of brake disc: all bolts are tight?
or
spline connection of disc: spline adaptor locked?
pretty sure these are pads moving in the caliper - have the same in mine since switched from shimano radiator pads to something cheaper.
Op says the rotor is not moving in the caliper..... if that is the case the wheel can't actually be rotating at all can it? I'm confused.
I'll bet its slight movement of the pads within the caliper, a tiny movement of the pads will be exaggerated quite a bit by the time you've moved out to the tyre!
If you have a spline to 6 bolt adapter in there, that is the culprit.
Plus movement in the splines if its a centre lock rotor. The splines are a sliding fit - there is always a tiny bit of movement - usually disguised by the tightness of the locking ring

Movement of the pads plus, worn pins holding the disc spider to the braking surface?
Yeah my mistake the pads are moving in the caliper.
Theres actually quite a bit a bit of play, might need to start spending more on break pads
