Looking at getting a helmet light, I am running a Hope Vision 4, are the Fenix still the best and cheapest way to do this? Which model as well

See my thread about the Vision 4. The last poster says he gave up on a helmet light as the Hope drowned it out.

I would still have a helmet light aswell so you can see round corners (I use a l2d on a lockblock and it's great!)

Helmets with lots of vents such as the Giro Skyla, Giro Indicator and Giro Havoc etc. have lots of vents

Don't bother with Fenix. Get ones of these:

Lasts for an hour on full, which is plenty bright enough to show up in a Hope 4 LED lights throw. But it's not really for that, it's for seeing round corners on techy singletrack (i.e when your bar light is pointing the wrong way).

You'll also need:

http://www.dealextreme.com/details.dx/sku.2709

Cheaper, lighter, and brighter than a fenix.

Fenix PD30 is a good balance of battery life, small enough for a helmet light and 220 lumens.
They will be popping up in the bike shops about now because MooreLarge (Kenda, Lake, Haro distributor) have just taken them on.

Why wouldn't you just get a much brighter p7 for not much more money?

P7 is more of a flood. Something like a Fenix works better as a little spot for looking around corners etc

Yup, Fenix haven't been top dogs for a long time now. The PD30 is pretty nice but it's not all that bright. The P7s are a flood but they still deliver more light in the centre than the PD30 does so it's still more effective, even ignoring the wider beam.
